    Default Time for CEDAP awards is looming

    With November staring us in the face (where did the year go?) I was wondering if our ole Pal RKB had any hints or stray rumors about CEDAP release?

    RKB are you lurking out there???

    I sent an email to RKB last week inquiring if there was a set date for the November awards.

    This was their timely reply:

    Unfortunately, we have not received any updates from the previous November award date. We will keep you posted as much as possible through the RKB news items. Thank you.

    I got an email from the RKB site today about some changes, maybe something is getting ready to happen. Kurt, any input from your contacts?

    Lime I think that is just from the website remodel they are doing.

    Default yep, just a website update

    I followed the link to the website and read their news. They gave the website a face-lift and simplified their web address to http://www.rkb.us.

    The only information available publicly still indicates an award date sometime in November.

    We are waiting for some good news from CEDAP.

    OK folks, they previously said it would be in November; uuuhhh last I checked it is still October, so can we give them a little slack and see what they do beofoe we start hounding them on this? They have been real good about keeping on time and keeping us informed.

    Kurt in case you didnt notice, November starts this Thursday!!! LOL I have nothing vested in this one since their were no rescue tools this time. Good luck to all!!

    They are sitting on their backsides right now when they should be doing their Fire Prevention & Safety grants, hhhhhmmmmmmmhhh!!! What about you guy?

    CEDAP Program Status:

    (1) The 2007 award process for the FEMA National Preparedness Directorate's Commercial Equipment Direct Assistance Program (CEDAP) is nearing completion, with announcements expected in mid to late November. Please monitor the RKB (www.rkb.us) for the latest developements.

    Bugle, you missed the important part. They're requesting RFPs for equipment for the 2008 program. List includes extrication tools, so it looks like we're getting those back in the program.

    Nah, I didn't miss it, I wasn't paying attention when I pasted the copy to to the post and didn't realize the whole update wasn't there. So here's the rest.

    2) The CEDAP Program Office has released a set of Requests for Proposal for CEDAP 2008. Equipment types such as rescue tools, detectors, information technology, personal protective equipment, and interoperable communications equipment will be sought in these RFPs. Detailed information is available on the Federal Business Opportunities website (www.fedbizopps.gov, quick search "CEDAP").
    We'll have to wait and see if the clause for winning an AFG award is still there for this year. That eliminated alot of proposals, if I remember correctly there were only around 3800 applications last year, because of this.

    Brian saw that myself, looks like extrication tools are going to be back. The relevant language in the RFP is as follows:

    The extrication devices must be a ruggedized, g asoline operated, field portable victim extrication devices. As a minimum, the kit must include hydraulic cutters, spreaders, ram tool set (3 different sizes), required connection hoses, and accessories for breaching, breaking or lifting of victims in str ucture debris. The rescue tools must adhere to the guidelines adopted by the U.S. Department of Homeland Security, National Fire Protection Association (NFPA) 1936 Standard on Powered Rescue Tools (2005 edition). These extrication devices must be configu red as an all encompassing inclusive kit, operational out of the box. Optional items will not be considered.


    The RFP goes on to say that the bid is for approx. 100 tools so there is your limit; 100 awards for them.

    I would imagine that they will also probably adjust the date of a prior AFG award as being ineligible again as they did last phase.

    They had 2 RFPs for tools, didn't read them but I'd guess we're back to 1 gas, 1 electric. Guess the lobbying mavens did their job for this phase.

    Brian,

    The second is an amendment to the first which is gas powered. Looks like the amendment was a change to the POC; everything else is the same.

    1 of 3800. I hope that helps my odds. If I get this one I will bow out next year.

    Your odds just increased (after extensive research ). 1 of 3709. I'll be happy with 2 of 3709. I'll even bow out next year if we don't get awarded (like I'll even have a choice in the matter).

    Sorry but I will have to say that you can count me out of this one this year and next due to the success from the afg, but I will definately not complain about that. But I must say that I ahev seen two awards for the City of Hazard Police Department come through the CEDAP program, gotta love the networking/partnerships.

    We are in the running for the chemical and 4-gas meter package. We have a pretty strong interagency, interoperability angle. We are the only HAZMAT response unit (decon) in a three-county area. We have a research university in our backyard and we offered help to the local LE for meth-house clean-up help. We need some detection equipment help, though. I am hopeful!

    Derrick and Jon you both make excellent points here and FDs need to still bear in mind that the dynamics of the program still favor law enforcment with almost 80% of the pney going to them. It is still in the FDs best interests to have the Law Enforcment agencies name at the top of the page as far as who submitted. It is not a stretch to say that law enforcment needs the rescue tool logically; they have entry situations and are the first onscene at most MVAs. A cooperative partnership that puts the "operational aspect" of the tool clearly in the hands of the local FD is still a good idea.Nothing prohibits the tool from being awarded to a LEA but, being placed on a Fire Engine or Rescue truck in an "interagency interoperability and cooperation" agreement.
