We are now into Round 28 and have exceeded the vehicle awards by nearly $3,000,000. The max allowed is 25% or $136,750,000. How can that be? My thought is the most logical explanation is that some awarded departments passed on their awards for whatever reason. The funding then reverted to the next in line.
Since we are about 7 months into the awards, I do not believe them to be supplemental awards, because very few if any will have been closed out to this point. Historically, the supplemental awards do not start until after the original rounds of awards have been completed.
