Should I describe how past grants have benefited us and how without AFG we could have never funded a project of this magnitude?

You just need to document what past awards you have received. Perhaps one of the peer reviewers can elaborate more, but I don't think it has much of an impact on your current application unless you are writing to enhance a previous project. Moreso a tech review issue. (Status of old grants)

AFG 2003 SCBA Compressor, completed and closed
AFG 2004 Firefighting Vehicle-Pumper, completed and closed
AFG 2006 SAFER Grant, close out due 2009
AFG 2006 Equipment, Training, completed and closed

No one that I know reads the whole thing, they just want to know what you've been funded for in the past for what Sly said, expansion of existing project. Tech review uses that to make sure that people aren't asking for what they already got once.
