Found this information for this years CEDAP. This is all that I can find right now. Should be starting soon. Started April 25 last year.
Question:
Which departments and agencies are eligible to apply for the FY 2008 CEDAP?
Response:
Eligible applicants include State or local law enforcement agencies and other emergency responders. In addition, FY 2008 CEDAP awardees cannot have received funding/equipment under the Urban Areas Security Initiative grant program, or the Assistance to Firefighters Grants program for which the award date was October 1, 2006 or later. Applicants must demonstrate in their application that the equipment will be used in working relationships with other first responders (for example: plans for sharing of equipment, joint training or use of equipment, or joint operational planning).

I found it at RKB. I just typed in 2008 CEDAP and that was the only information that came up. I did call the help desk, they stated that tey will start taking applications starting somewhere in the middle of May to the first part of June. They could not nail it down any further.

CEDAP Update....
I apologize for not posting any sooner, but the RKB is trying to get permission to announce the start date for 2008. I thank you for your patience and will let you know as soon as we find out.

CEDAP Page
If you are looking for the CEDAP Program on the RKB, follow the steps below
1. Navigate to www.rkb.us
2. Locate the Commercial Equipment Direct Assistance Program block under the RKB Recommends heading. You might need to scroll down on the page.
3. Click on the "Click here to go to the main CEDAP page" link
Program details should display on the following page. To the right hand side, you will see a "Knowledge Links" box that currently has 30 FAQs. When all equipment selections are finalized and with DHS approval, we will provide a similar link for 2008 eligible products. We strongly recommend that you click on the link to view details on each of the products that interests your department when applying. The link to the application will be available from our homepage in the CEDAP block or on the bottom of the main CEDAP page. Please do not hesitate to contact the RKB with any questions. =)

Objectives: The FY 2008 CEDAP complements the FEMA National Preparedness Directorate’s other major grant programs to enhance regional response capabilities, mutual aid, and interoperable communications by providing technology and equipment, together with training and technical assistance required to operate that equipment, to public safety agencies in smaller jurisdictions and certain metropolitan areas.

Correct me if I am wrong. If a department was a reciepient of AFG, then you can not apply for CEDAP?

Eligibility will be determined by a set time frame for when the AFG was awarded.
This was last years.
Awardees must not have received equipment/funding under the Urban Areas Security Initiative or the Assistance to Firefighters Grants program for which the Award Date is October 1, 2006 or later.

having returned from a grant training class specfically tailored to fire grants just recently, I was told that the key word is awarded. Implying that you can get the CEDAP grant as long as you have not been awarded anything from the AFG grant for the specified period of time. Doesnt say anything about having applied for this years AFG grant and then applying for this years CEDAP as well..

CEDAP 2008 Start Date
There is still no official start date for CEDAP 2008, which is one reason why the RKB is still saying "mid-May." The equipment selections have been made, but they won't be pre-announced. The official equipment list will be what you see in the application. I can tell you that CEDAP will not start prior to 21 May, because there is a certain amount of lead-time that RKB will need to set the dates in the programming and conduct final testing.
Everyone is working hard to get this launched, and there are only a few more approvals to get before we have a green light. Be advised that there may not be a lot of notice before it launches - just keep an eye on the RKB. Also, you can get an automatic notification via email when CEDAP launches - just make sure you are a registered RKB user, and that you've checked the box to "opt-in" for critical email announcements. If you have problems doing that, call our staff at 703-641-2078.

A Louisiana vendor claiming to be CEDAP approved states the grant period will be May 19-June 19.
