Olean Department of Fire, Buildings & Emergency Services (The City) proudly protects 18000 people living in an area of 6 square miles. We operate out of 2 stations that protect a primarily residential area with a large industrial base. Our department is a municipal department whose members are on a paid status. The department operates 2-Engines(1-ALS); 1-Ladder; 1-ALS transport ambulance out of 2 stations. The department has a career force of 40-Line personnel; 2 Deputy Fire Chiefs; 1 Chief; 1 administrative fire personnel and 3 civilian support personnel. The total equipment balance is 2 more engines; 2 more ALS ambulances; Command Post; Special Operations; Fire Investigation; 5 administrative vehicles and a rescue boat. We cover 6 square miles; doing roughly 2400 EMS/Ambulance transports and 1500 Fire/Rescue/EMS calls. The city is an industrial/residential micro-metropolitan community. We have industries such as Dresser/Rand Turbo Division; plastic/epoxy manufacturing, CYTEC& Dexter/Loctite; a knife manufacturing, Cutco/Vector/Alcas/Kabar; Dal-Tile company; bread making, Stroehmans Bakery; and electronic manufacturing. The City was also home to the Corporate Headquarters of Blue Bird Bus/Coach USA and currently Cutco/Alcas/Vector/Kabar. The Alleghany River runs through the city at the southern end; and two major Norfolk/Southern lines with a yard terminal run both north to south and east to west. We provide the normal run of EMS/RESCUE/FIRE/HAZ-MAT service to the city along with running the Building Codes; Zoning; and Inspectors Department and Emergency Management. The mission of the City of Olean Fire, Buildings, Rescue and Emergency Services Department is To serve our community, as a team, striving toward the protection of all life and the preservation of the quality of life. The city is protected by a daily, on-duty strength of 8 suppression/medical response firefighters and officers, staffing two strategically located fire stations. The Operations Division is comprised of four platoons, each working an alternating schedule of nine-hour days and fifteen-hour nights. Platoon Commanders(Fire Captains)manage and supervise the four platoons and are in charge of all operations for their shift in the City, reporting directly to the Deputy Fire Chiefs. Lieutenants have accountibility for the department's sub-station on South 1st Street. The Administrative Services Division operates under the direction of the Fire Chief. His command staff consists of the Deputy Chief of Fire Prevention and the Deputy Chief of Special Operations. Their function is comprised of all Department programs that support the efforts of emergency-responder personnel through the following programs. The Training and Safety Division assists platoon commanders in the training and safety programs. This division also has a high degree of responsibility to administer all the out-reach life safety training given to citizens, schools, business and industry in the City of Olean. The Code Enforcement Division provides fire inspections, building permits, certification of occupancy, demolition permits, plumbing and electrical inspection, fire permits and community education related to all building construction demolition and rehabilitation to any building or building site in the City of Olean. The Communications Division provides 911 service for both the Fire and Police out of a civilian/centralized modern dispatch center, called the Olean Emergency Services Communication Center. This entails emergency medical dispatching as well as maintaining a geographical database for use with computer-aided dispatch system. The Department is administered by the Fire Chief who conducts formal studies, formulates long and short term planning, coordinates allocation of department resources, and manages the Department's 2+ million dollar annual budget.
