PA Community Weighs use of Fire Apparatus in Parades after Accident

KULPMONT — An accident involving a parked pick up truck and a Mount Carmel Borough fire truck during Thursday night's Kulpmont Halloween parade has borough officials reconsidering a policy allowing fire fighting apparatuses to be used during events.

Mount Carmel Borough Manager Samuel J. Scicchitano confirmed that Anthracite Steam Fire Company member David Paul was operating the 2011 KME Ariel Ladder Truck during the Kulpmont parade when the truck struck a parked pick up truck at 7:30 p.m. It was the second time since July that the vehicle was damaged while Paul was driving it.

"We are having discussions about changing the policy of using the truck for only training and calls," Scicchitano said. "Unless it would had prior approval by the borough manager."

The fire truck had minor damage, and has not been pulled out of service. Scicchitano said he has not received a damage report for the pickup truck for insurance purposes. Scicchitano plans to file a claim with Selective Insurance, the borough's provider.

On July 17, the same truck's wheel was heavily damaged during a training exercise. Incidentally, Paul was driving that time as well, Scicchitano said.

The repairs to the truck were done by Ashland Diesel and cost $1,155.33. There was damage to one of the tires and seven of 10 wheel studs were sheared and broken. All 10 wheel studs needed to be replaced to get the apparatus back into service, Scicchitano said.

Kulpmont Police are investigating. An officer was unable to be reached for comment.
