ALBANY, New York -- Firefighter unions are still leery of transferring the city-run Twin Towers Fund to former Mayor Rudy Giuliani, despite his pledge to quickly disperse $100 million.

Uniformed Fire Officers Association President Peter Gorman called the promise "a step in the right direction," but still doesn't like that Giuliani plans to raise $2.2 million to cover administrative costs.

He said he called the state attorney general's office to reiterate his union's opposition to the transfer of the fund.

"We're confident the attorney general will do the right thing," Gorman said.

Tom Hunter, spokesman for the Uniformed Firefighters Association, said members plan to discuss Giuliani's promise with families of those who died in the Sept. 11 attacks today or tomorrow. But in a statement, union president Kevin Gallagher said, "We don't believe that charges for administrative overhead are in the best interests of the families."
