Coordinator/Liaison for the Charles Country Volunteer Fireman's Association and the Charles County Association of Emergency Medical Services

I.    PURPOSE:
This is a non-governmental contractual coordinator/liaison position. THE COORDINATOR/LIAISON IS NOT AN EMPLOYEE OF CHARLES COUNTY GOVERNMENT OR CHARLES COUNTRY COMMISSIONERS.  The position performs administrative duties to co-ordinate the activities of the Charles County Volunteer Firemen's Association, Inc. (CCVFA) and the Charles County Association of Emergency Medical Services, Inc. (CCAEMS) (or Association). Work is performed under the guidance of an in close cooperation with either or both Associations, their Officers, individual fire and EMS departments with and/or in regards to various other governmental, Intergovernmental, County, State and Federal Governmental agencies. 

II.    Job Functions:

A.    Coordinates and assists either or both the Association including but not limited to with site plan development reviews for area commercial and residential development proposal by individual Fire and EMS Chiefs. Serves as a point of contact and attends meetings with the Charles County Department of Planning and Growth (Planning Commission).

B.    Represents both Associations, as requested, at relevant meetings with Charles County Government to include but not restricted to: the Department of Emergency Services and the Charles Country Sheriff's Office.

C.    Serves as Coordinator/Liaison Person, as directed, for either or both Associations to the Charles County Board of commissioners and the Charles County Government; the Charles County Board of Fire and Rescue Commissioners; The State of Maryland; Federal Government; Washington D. C. Area Council of Governments (CoG); private sector agencies; and other organizations needing or requesting information relation to the Fire and EMS services in Charles County.

D.    Identifies and assists in resolving problems within either or both of the Associations, in conjunction with either or both Association Presidents or their designees.

E.    Maintains an office where directed and as needed for the position for operations of this person's needs. In addition, assists with maintaining offices of both Associations.

F.    Provides Associations with new and updated information from the national Fire Protection Association (NFPA), the Occupational Safety and health Administration (OSHA), or the Maryland Occupational Safety and Health Administrations (MOSHA), and the Maryland Institute of Emergency Medical Services (MIEMSS), Maryland Fire and Rescue Institute (MFRI),  as requested or upon requested.

G.     Assist any committee of either Association, as directed by either of the Association Presidents or their designated officers. Likewise, assist either Association President with tracking items or activities and assists in maintaining records and reports.

H.    Attends and provides input at the bi-monthly meetings of Associations, their Committees, and any special meetings of either or both Associations, as requested, by the Association Presidents. 
I.    Performs other related duties, as requested.

III.    Recommended Qualifications/Experience:

A.    A Bachelor's degree in Fire and EMS Administration, Public Administration or other related field.
B.    An equivalent combination of education and/or experience may be substituted.
C.    Extensive experience in Fire and EMS service which shall include all of the following (may be concurrent)

  1. Minimum 4 years administrative experience:
  2. Minimum 4 years of field experience providing Fire Service or Emergency Medical Service, and Rescue Service.

D.    Preference may be giving for:    

  1. Experience participating on committees/boards of national or international associations;
  2. Administrative experience in a volunteer Fire/EMS services organization
  3. Currently meets the certification requirements as a Fire Chief or EMS Officer of either or both Associations;
  4. Working knowledge of current technologies, equipment, certification requirements, electronics and other areas pertinent to Fire and EMS operations.

E.    Working knowledge of computer applications related to fire and emergency medical services sufficient to effectively access and utilizes computerized systems and equipment duties with minimal supervision.

F.    Ability to develop and maintain effective working relationships with co-workers, advisory groups, State and Federal agencies volunteer boards and commissions, elected officials, related committees and agencies and the general public.

G.    Ability to effectively compile and analyze data and financial records and reports.

H.    Strong and effective spoken and written (English) communications skills, including the ability to prepare clear and concise reports and related documents, public speaking skills, and the ability to clearly convey technical information and program objectives to elected officials, community groups and other. 

IV.    Special Requirements:

A.    Must have a valid driver's license and a vehicle. Will be required to travel throughout the Washington Metropolitan area as necessary to complete essential activities and other job incidentals. Mileage reimbursement at the rate of fifty (50) cents a mile.

B.    Must be available for varied working hours to accommodate meeting schedules.

C.    Must be available to provide administrative support during emergency situations.

V.    Salary

$55,000 to $65,000 per year (depending upon qualification).
