ATLANTA, Ga. --

CBS Atlanta showed a city councilwoman, and member of the public safety committee, the controversial surveillance tape taken inside the Moreland Package Store. The tape shows 21-year-old Martez McKibben trying to fight off two armed robbers, but the controversy is over what happened later in the tape.

"I can't tell anything from the surveillance to know whether they did their job or not," said Councilwoman Anne Fauver.

The video shows one Atlanta Fire-Rescue firefighter and two paramedics approach the area where McKibben was laying. They take a look, then walk away. No one went behind the counter, but Fauver said that doesn't mean they didn't do their job.

"It's impossible to tell if they checked the person's pulse, because it's all behind an area you can't see," said Fauver.

Once the Atlanta Fire Department saw the video, they launched a formal investigation into the responders' actions. CBS Atlanta asked Fauver if she thought that was an indication the men did something wrong.

"I think what it does is it shows that the fire department is doing what it should do, which is to investigate everything and make sure we are giving the best service we can," said Fauver.

Fire officials said they will not comment on the video until their internal investigation is complete.
