March 18- Hagerstown City Police witnessed a Red Pontiac Bonneville traveling down the 600 Block of South Potomac Street at an excessive rate of speed, around 80MPH, lose control and slam into a parked GMC Envoy around 02:21 hours.

Fire and Rescue crews were immediately dispatched to the incident with one additional medic unit due to HPD advising it appeared to be serious. Utility 3 from Hagerstown FD arrived first on scene reporting four entrapments at 02:26. Battalion Chief Dietrich gave a report of four priority one patients with one of them being a possible priority four.

Washington County Hospital was pre-alerted to all for traumas at that time. City Truck 1 along with one additional Rescue Squad and two additional Medic units were also requested to assist on the incident. Battalion One reported that the extrication was complete at 03:02. One patient was declared a priority 4 on scene while the other three were transported to Washington County Hospital. Two were transported Priority One due to mechanism and were treated and released. The third was a Trauma Code who was later pronounced dead at Washington County.

The car had been stolen from a Frederick Street address. The driver, 19-year-old Clifford Cochran of New York, was charged with manslaughter and Moses Heckstall, 21, of New York City, was charged with motor vehicle theft Tuesday.

Companies on the call consisted of Hagerstown Engine 5 (South End Fire) and Utility 3, Rescue Squads 75 (CRS) and 10 (Funkstown Fire), Paramedic Units from Co.75 (CRS), 26 (Halfway), and 29 (Williamsport EMS).
