Victor Conley is the fire chief for the Irving, TX, Fire Department where he entered the fire service 40 years ago. He has held many roles during his career including High Angle Rescue Technician, Hazardous Material Technician, training officer and paramedic. In 2013, he was awarded the Texas Fire Chiefs Association Fire Chief of the Year, and, in 2018, he was honored with the Safety Award for the development of his blocker apparatus program.  Conley was inducted into the Texas Fire Service Hall with an Honor Lifetime Achievement Award this year. He holds a Bachelor of Science degree from Columbia Southern University, is an Executive Fire Officer, a Chief Fire Officer Designation from the Commission on Professional Credentialing and Fire Service Chief Executive Officer Designation from Texas Engineering Extension Service. Conley is past secretary/treasurer, Texas Municipal League Liaison and currently serves on the Legislative Board for the Texas Fire Chiefs Association.

Garland, TX, Fire Department

Mark Lee is the fire chief for Garland, TX, Fire Department. He entered the fire service in 1979 with the Lewisville, TX, Fire Department where he served until 2006 when he joined the Murphy, TX, Fire Department and served as fire chief and assistant chief. He joined the City of Garland in August 2016. He has achieved various Texas Commission on Fire Protection certifications including Head of Department, Master Firefighter, Fire Instructor, and Incident Safety Officer. Lee has served as a guest instructor at the Texas A&M TEEX annual school and participated in the development of the Company Officer Symposium training program for the Texas Fire Chiefs Association. Lee holds a master's in public affairs from the School of Public and Nonprofit Affairs at the University of Texas – Dallas, a Bachelor of Science degree from Texas A&M - Commerce in Instructional/Training Design, plus two associate degrees from Tarrant County College and Collin College. He has responded to many major incidents serving in various roles including the Staging Commander for the 2015 Rowlett, TX and served as both South Katy Command and TIFMAS Command Center – Planning Section Chief during Hurrcane Harvey in 2017.
