Nov. 27--A female tenant of a York City apartment who was charged with arson and trying to kill her neighbor on the first-floor Saturday night, remains in York County Prison on $100,000 bail, according to court documents.

Rhonda Conway, 57, of 107 South Queen Street, was charged with setting her second-story apartment on fire in four different locations around 6:45 p.m. Saturday, according to her charging documents.

Her neighbor on the first-floor, Stacy Luckey, said she heard Conway stomping and banging on something inside her second-story apartment, before she smelled something burning, the charging documents said.

When Luckey went outside to see where the smoke was coming from, she told police she didn't find any smoke and went back into her home. As Luckey was in the rear room of her apartment, charging documents said that she could hear Conway outside of her apartment yelling.

Conway, according to the charging documents, then used a tricycle to break out a window inside the rear-room of Luckey's home and yelled to Luckey that she was going to kill her.

As police and fire crews arrived to the scene, Conway ran from the home, said police. She was later arrested at Hess gas station in the 200 block of South Queen Street.

York City Fire Department and several assisting fire departments from the surrounding area responded to a call in the 100 block of South Queen Street for a blaze that produced heavy smoke and heat, said Buffington.

Buffington said three adults were left displaced after the fire ripped through Conway's second-story apartment and caused moderate to heavy fire damage. He said the unit was not ruled total loss and is considered repairable.

Luckey's first-floor apartment sustained smoke and water damage, he said.

The fire chief was hesitant to release specific information regarding the fire, because police were dealing with Conway and the incident is still under investigation.

More details will be released once they become available, said Buffington.
