Water spewed more than 60 feet in the air, and then beat down on an apartment complex on the corner of Kettner Boulevard and Date Street in the Little Italy area.
Police said a driver smashed into the hydrant just after midnight. The driver fled the scene, police said, but the car, described as a black SUV, was later located inside a nearby parking garage. The driver has not been found.
The gushing water damaged several apartments inside the building and workers told 10News most of the carpeting will have to be ripped out.
"The carpet was sort of like a water bed. It was shaking because there was so much water underneath it," said Josh Sengupta, who lives on the first floor of the building.
Crews said the damage managed to reach all five floors of the building.
Most residents said they were able to get their belongings off the floor before anything was destroyed.
