The fire happened in the East Mount Airy area of Philadelphia.

Tineshia Robinson, 17, and her mother, Jasmine, were found on the second floor of the rowhome on East Pleasant Street Sunday.

Tineshia did not survive the blaze.

Investigators said the fire was set on the first floor.

A neighbor told NBC 10 saw something suspicious before the blaze.

"Two fellas running up the street came out of that house and ran up the street, and I was sitting right in my car," neighbor Elvira Evans said.

"All I saw was the bottom of the door was burning. I didn't smell no smoke or nothing," neighbor Virginia Smith said.

Right now, police said they have no suspects.
