STOCKHOLM, Sweden (AP) -- A man fell to his death from a seventh-story apartment Friday, apparently trying to escape a fire that injured 11 people six floors below but did not pose any immediate threat to him, police said.

''He must have panicked or gone into shock, and either threw himself out the window, or fell out. It was a completely unnecessary death,'' police spokeswoman Diana Sundin said.

The fire, which police believe was deliberately set, gutted an apartment on the first floor of the building in Sundbyberg, northwest of Stockholm. The suspected arsonist, who was in the apartment when the fire broke out around Friday morning, was among the 11 people being treated at a hospital for inhaling smoke, Sundin said.

He was expected to be questioned later.

The fire was put out after an hour, and the building's thick concrete walls kept it from spreading to neighboring apartments, Sundin said.
