Firefighter Faces Own Fireworks

An Indiana Fire Department captain faces disciplinary charges for participation in neighborhood fireworks display.

A Kokomo Fire Department captain who participated in a neighborhood fireworks display last summer faces disciplinary charges.

Fire Chief Dave Duncan brought four charges, including conduct unbecoming an officer and failure to keep supervisors informed, against Capt. Scott Kern at Monday's Board of Public Works and Safety meeting.

According to the charges, Kern participated in an "illegal fireworks display" with a group from the Willowridge subdivision. Kern lives in the neighborhood.

"This group was potentially putting a neighborhood and its citizens from all over town at risk, without the proper insurance to compensate for damages and without a fire truck standing by as the Kokomo Fire Department requires with large public displays," according to the charges.

The group also did not apply for a permits, nor did it hire a professional pyrotechnician/shooter, the charges say.

According to state law, the state fire marshal's office must issue a permit for a fireworks show 15 days prior to the date of the display.

The application, which must be approved by the chief of the local fire department, must include the name of a "competent" operator with a resum
