The meeting coincides with the 10th anniversary of the January 1995 Hanshin Great Earthquake.
Participating countries will discuss anti-disaster issues and promote cooperation in the first meeting of its kind, said an official at Japan's Fire and Disaster Management Agency.
Such meetings will be held regularly in the future, the official said.
The participating countries are Japan, United States, Britain, France, South Korea, Singapore, the Philippines, Mongolia and Honduras. Japan will be represented by the agency's Commissioner Shogo Hayashi.
Fire service chiefs from these countries will report on their fire and disaster management problems, and discuss the role of public fire services in coping with great disasters.
They will also compile recommendations on international cooperation in dealing with disasters, the Fire and Disaster Management Agency official said.
