Two Miami-Dade Fire Rescue lieutenants were arrested on Thursday on charges they stole more then $14,000 in overtime pay while working as inspectors on airport construction.

Two Miami-Dade Fire Rescue lieutenants were arrested on Thursday on charges they stole more then $14,000 in overtime pay while working as inspectors on airport construction.

Miami International Airport is undergoing $4.8 billion in improvement projects.

Arrested were Robert Cleary, 56, and Norman Hepburn, 53. Each was charged with one count of an organized scheme to defraud, 77 counts of official misconduct, and 24 counts of grand theft.

The arrest affidavit was sealed because it contains airport security information, the Miami-Dade State Attorney's Office said in a prepared release.

Investigators allege Cleary and Hepburn, between June 2001 and November 2003, falsified numerous overtime slips. In some cases, the slips indicated Cleary and Hepburn were performing inspections into the early morning hours, but were not.

And in some cases, investigators allege the two inspectors also double dipped -- that they allegedly collected overtime for inspections at the same time each was already collecting overtime for reviewing building and systems engineering plans.
