State police arrested the four 17-year-olds after serving three search warrants at three Johnson County homes Thursday.
The fires burned Sugar Grove United Baptist Church in Sitka, New Bethel Freewill Baptist Church in Riceville and destroyed the Tom's Creek United Baptist Church in Johnson County in February.
Police say the names of the four arrested were not released because of their age. They are from Thelma, Tutor Key, Staffordsville and Sitka.
Each is charged with three counts of second-degree arson and three counts of third-degree theft. Each is being held in the Breathitt County Detention Center.
The FBI, the Bureau of Alcohol, Tobacco, Firearms and Explosives and the state fire marshal's office investigated the blazes.
The fire at New Bethel forced church members to hold services in a parking lot. State police said the fires and related crimes remain under investigation, but would not release any details.
