Lt. Cowan's death in Lexington has already led to a change of policy in Owensboro.

The Owensboro fire department is expected to enact a new rule that deals with responses to shootings, stabbings, bomb threats and other hazards.

The policy would say firefighters would go to a call but would wait for police to secure the scene before starting their work.

Two person ambulance crews are also trained to wait for police on violence calls
