Following 10 months of heated debate, and with the fiscal year drawing to a close, the Jersey City City Council and Mayor Glenn D. Cunningham finally reached a compromise Wednesday night and passed the 2003 municipal budget, clearing the way for the hiring of 38 new firefighters.
