Suspected Serial Arsonist Jailed
The suspected arson spree ended after Wayer set one fire too many, the last one was to his own home. He is accused of setting fires in a three-state area of Michigan, Ohio, and Wisconsin. Police think he may be linked to at least 60 fires in these states, including some in the Detroit area.
Roseville, Sterling Heights, and Frasure are the cities he apparently targeted, setting dozens of fires, one of them fatal, though he does not admit to setting the fatal fire.
Monroe County Sheriff's Detective Tom Redmond's phone hasn't stopped ringing since Todd Carl Wayer was arrested last week. The 31-year-old is described by police investigators as a timid maintenance man whose fits of anger led to arson, substantial property damage, and death over the past decade.
"The fact that he was motherless, and his mother left many years ago. His father was always there for him, but he just never had any contact with his mother," said Det. Redmond.
Just last week on Outer Drive in Todd's hometown of Dundee in Monroe County, investigators finally got the break needed to arrest him. This is the fire that finally brought Wayer to justice. It's his father's house, but this is the result of the second fire at the house in recent months. In both situations, the two had an argument before the fire was set.
He's being held on a $500,000 bond in the Monroe County Jail after Monday's arraignment on arson of a dwelling, a 20-year felony charge. More importantly, Todd is telling state police investigators about his role in arson fires 10 years ago at a bar and apartment complex also in Dundee, and the fire he set in a LaCrosse, Wisconsin, home that killed his uncle. Wayer is also telling police about his role in a half dozen more fires, quite possibly more, set in Roseville, Sterling Heights, and Frasure in 2000.
"It just seems like everywhere that we've been able to track him to, there has been a similar-type fire at his place of employment or where he stayed," Det. Redmond said.
Frasure firefighter David Sutton died in a bizarre fire in March of 2000 about the time the man was setting fires in that city elsewhere. So far he has not admitted to that one, but they are still investigating.
