A 911 supervisor - distraught over bungling the frantic call from one of four teens in a sinking rowboat off City Island - wept as he told police investigators he couldn't pinpoint the call, despite listening to it three times.

The civilian supervisor, a 14-year veteran and father of two, admitted he broke the rules by not routing the call to rescue personnel, even though he could make out "Long Island Sound" as the emergency's location.

The NYPD's Internal Affairs Bureau last night said it was recommending "disciplinary action" against the supervisor, although it was not immediately clear what that might be.

Sources told The Post that much of the 12-second cell call was "inaudible to the naked ear."
