May 14--MOKELUMNE HILL -- The Calaveras County grand jury has issued a report criticizing the Mokelumne Hill Fire Protection District.

Among the findings: that district personnel failed to follow proper procedures for both public meetings and emergency operations, including failing to enforce rules against firefighters responding to calls when drunk.

The grand jury said that on Feb. 22, 2012, a firefighter witnessed another firefighter who appeared to be intoxicated while responding to a call, but that the witness failed to report the incident.

The grand jury report also praised the Mokelumne Hill fire district for a variety of endeavors to improve public safety including preparing to build a fire station in Paloma, public education programs, and cooperating closely with volunteer groups.
