Neb. Judge Clears Way for Demotions

OMAHA, Neb. -- A judge on Tuesday ruled that Omaha must hire more firefighters, though the city can scale back on its fire captains. The district court judge said the city is in violation of the union agreement, which requires a department of 657 members. But the judge said the city doesn't have to staff medic units with fire captains. The 23 medic unit captains on the force right now will be demoted, possibly by Friday.
