Originally, officials said Carter, a firefighter for less than a year, was not wearing a seat belt when his 2002 Ford Explorer ran off the road, overturned and struck a tree.
The volunteer with the Becker-Athens Vol. Fire Department crashed while responding to a call just before noon. He was pronounced dead about 2 p.m., reports indicated.
Gurley said that during the crash investigation follow-up, sheriff's deputies located someone who saw Carter was belted.
