JACKSONVILLE, Fla. --
A improvised explosive device that drew police and firefighters to a Panama Park neighborhood on Monday was made by a man who was "drunk, hating life," a witness told officers.
Carl Moulton, 49, was arrested on a charge of making a destructive device after police found an incendiary device containing small ammunition, pyrotechnics and homemade napalm in a garage on Wilder Avenue.
Police blocked access to the neighborhood for hours on Monday as responders examined and defused the device.
According to the arrest report, Moulton, a Marine Corps veteran who claimed to have military training in explosives, took the device to a neighbor and said he had made a bomb and was going to blow it up.
That neighbor became concerned and called police.
According to the police report, Moulton said he built the device Saturday night out of M80 firecrackers, the contents of multiple shotgun shells, black powder, BB pellets, .50-caliber lead bullets, gasoline and detergent in an ammunition can. The fuses of the two M80s were stuck out of a hole cut in the can.
"I know it would have went off," Moulton told investigators.
The neighbor told police that Moulton was "drunk, hating life" and having issues with his mother.
"It definitely is scary that the guy knew what he was doing," resident Shawn Collins Jr. said on Wednesday. "Whenever there's somebody willing to set up and do something about it, that's good."
