Congressman Raul Ruiz took to the House floor on Tuesday to honor friend and firefighter Garrett Paiz, who was killed Oct. 16 while battling the wildfires in Northern California when the water tanker he was driving rolled over on a steep and winding road.

"He was humble, hard-working and devoted to his family," Ruiz said.
