Take the word "acting" from in front of R. David Paulison's job title.
The White House announced late Thursday that President George Bush named Paulison as the permanent undersecretary for federal emergency management at the Homeland Security Department . He was designated by the President to serve as Acting Under Secretary of Emergency Preparedness and Response and Acting Director of the Federal Emergency Management Agency on September 12, 2005.
Shortly after the nomination was announced, Paulison said it was a "humbling experience." He promised to show that it is a compassionate organization.
He was speaking at the 18th Annual National Fire and Emergency Services Dinner April 6, 2006 in Washington, D.C., hosted by the Congressional Fire Services Institute (CFSI).
