A teen with a history of starting fires was charged with a arson again after a Montgomery County apartment blaze left dozens homeless.
The 16-year-old, charged with two previous arsons, was released after the incidents, a move that drew criticism from Montgomery County Executive Marc Elrich.
"I was angered and disappointed to hear that the Department of Juvenile Services released the juvenile again and did so without any kind of monitoring for him. This juvenile clearly needs significant interventions. He needs help. The DGS has left both the community at risk and failed to provide a timely mechanism for this youth to receive support before they cause other harm," he said during a briefing covered by local media.
Right now, the youth is being detained. .
