The Town of Southern Shores is located on Outer Banks of North Carolina and is a coastal community, with a year-round population of approximately 3,000, which swells to well over 10,000 during the tourist season. Southern Shores Fire Department is a combination department with a paid Chief, Deputy Chief, Asst. Chief and 2 admin staff. The department is currently seeking a highly motivated, qualified candidate for position of Fire Captain. The Captain performs difficult public safety, fire suppression, prevention, education and supervisory responsibilities and is responsible for providing mid-level management leadership and supervisory responsibilities in the fire station for an assigned shift.
Desired Education and Experience:
Associate’s Degree in fire science or related field from an accredited college or university, supplemented by advanced courses and seminars in fire service, supervisory principles and practices. Distinguishing Features of the Class
An employee in this class is assigned to specialized advanced responsibilities within the Department. Work includes leading the shift in emergency response; including immediate supervision of fire staff inside structures, in emergency medical response, in the daily cleaning and maintenance activities, including apparatus and equipment maintenance, station and grounds maintenance, and related activities. Directs the activities associated with one or more squads within the Fire Department. Exercises independence and discretion in the administration and supervision of subordinates. Supervisory responsibilities including managing the daily work activities of the assigned units. Conducts employee performance counseling and evaluation, which may include remedial training and/or corrective measure to include verbal and/or written reprimands as well as recommendations for discipline. Ensuring proper training, certification and motivation of assigned staff. Participates in the research and development of departmental policies and procedures. Participates in purchasing departmental supplies, and providing technical direction on matters related to the fire service. Work is distinguished from lower-level jobs by the degree of independent judgment and discretion exercised. Work requires the application of modern fire service techniques, sound judgment and independent initiative in pursuit of work objectives. Work involves frequent public contact which requires tact, firmness and decisiveness. The employee is also subject to the final OSHA standards on blood borne pathogens. Work is performed in accordance with Departmental policy and state and federal law supplemented with specific directions from the Chief Officers. Subject to callbacks for emergency incidents and scheduled training. Must be available to work holidays and weekends. Work is performed under the supervision of the Deputy, and or, Assistant Fire Chief.

- Directs and supervises all activities on his or her assigned shift within the Fire Department
- Assists in communicating department vision, mission and philosophy of the Fire Service
- Completes reports, oversees and participates in training of rookie firefighters
- Conducts performance evaluations and performance counseling
- Ensures efficiency and effectiveness of all activities
- Leads and participates in incident response operations as required or until arrival of the incident commander
- Leads in response to: structural, vehicle, or brush fires, emergency medical services, hazardous materials response/mitigation, technical rescue including vehicle/machinery rescue, confined space rescue, trench structural collapse rescue, high/low angle rope rescue and water rescue

- Maintains Personal Protective equipment, class A uniforms, and station uniforms for staff (career and volunteer)
- Participates with Department management in development of policies and procedures and other research and recommendations
- Coordinates various projects requiring organization of staff such as training, equipment and apparatus maintenance, safety, hose testing, pump testing, communications equipment maintenance, hydrant maintenance

Knowledge, Skills and Abilities
- Considerable knowledge of modern methods of fire suppression, incidence, response, and of the use and maintenance of related apparatus and equipment

Physical Requirements
This is hazardous physical labor that requires exerting over one hundred (100) pounds of force occasionally, up to fifty (50) pounds frequently, and up to twenty (20) pounds constantly to move objects. The work involves climbing, balancing, stooping, kneeling, crouching, crawling, reaching, walking, pushing, pulling, lifting, fingering, grasping, feeling, and repetitive motions. Vocal communication is needed to express or exchange ideas verbally, while hearing is necessary to perceive information at normal spoken levels. Visual acuity is required for tasks such as color and depth perception, peripheral vision, analyzing written or computer data, operating a motor vehicle or equipment, inspecting defects or small parts, and assessing the accuracy and thoroughness of work. Additionally, the worker must be able to observe general surroundings and activities. The worker will be exposed to inside and outside environmental conditions, including extreme cold and heat, noise, hazards, atmospheric conditions, oils, gases, and bloodborne pathogens. Personal protective equipment and a self-contained breathing apparatus will be required at times.
Working Conditions
Employee is exposed to both inside and outside working conditions in all types of weather from extremes of cold and heat to rain/snow/ice as well as varying terrain from streets, dense foliage, dark buildings, and water. Employee may be exposed to noise. Work place conditions include operating vehicles for extended periods of time, working varied hours and shifts.

Special Requirements
- Possession of a valid North Carolina class B driver’s license
- Possession of a North Carolina Firefighter II certificate
- Possession of a North Carolina EMT-B certificate
- Possession of Driver Operator-Pumps and Aerials certification or completion of Fire Department Approved Driver Operator equivalent
- Possession of ICS 100, 200, 300, and 400 certifications within two (2) years of promotion or employment
- Possession of North Carolina Fire Officer II Certification, within one (1) year of promotion or employment
- Possession of North Carolina Fire Instructor II Certification, within one (1) year of promotion or employment
- Shall carry a department issued pager and respond to first alarms when/if possible

- Must pass annual NFPA physical an agility course
- Possession of other appropriate certifications that may be required by the Town
