A two-month investigation into charges of poor firefighting practices and inappropriate behavior by Palatka Fire Chief Ken Venables found four of 27 allegations in a letter of no confidence filed by firefighters serving under Venables were founded, a report released Monday stated.

The investigation was conducted by former Gainesville Fire Chief Richard Williams and John Waddell, once an investigator for Jacksonville
