Chief 25 R. Small arrived on the scene first, finding a tractor trailer and car into the guard rail. The truck and car slid about 100 feet into the guard rail.

Since Squad 27 was responding with only 2 personnel, Chief 25 requested Squad 74 from Andrews Air Force Base.

Squad 27 arrived stabilized the vehicle and started the extrication. Squad 27 extricated the victims using the Hurst Spreaders and Hurst Cutters.
