The city of Warrensville Heights is facing a $2.5 million deficit.
City leaders laid off eight service department employees, seven firefighters and two police dispatchers.
A tax levy that passed didn't generate enough money to cover the shortfall.
Also, Warrensville Heights will still be more than $1 million in the red next year.
