OTSEGO, MI — A juvenile is the second person to face criminal charges after a playground was burned in Southwest Michigan.

The castle playground structure at Otsego’s Northside Park was burned significantly in a fire just after midnight on Sept. 2.

On Tuesday, Sept. 23, Michael Lewis Kilbourn, 37, of Otsego, was arraigned on charges of third-degree arson, contributing to the delinquency of a minor and habitual fourth offense.

The Otsego Department of Public Safety also announced charges against a minor on Tuesday.

The juvenile, who was not identified by police, is also charged with third-degree arson. The juvenile’s name and information will not be released, police said.

Kilbourn’s bond was set at $200,000 cash/surety and if he posts bond, he would have to wear an ankle GPS to be compliant with his release.

The investigation outcome was possible because of the work of Detective Sgt. Lalone and Officer Sikkema, as well as help from the community, police said.

Anyone with information about the fire is asked to contact the Otsego Police Department at 269-692-6111 or Silent Observer 1-800-554-3633.
