MEMPHIS, Tenn. (AP) -- The Memphis Fire Department has reprimanded 19 firefighters for wearing department equipment while performing ``unbecoming'' acts at a racy fashion show benefit.

Fire officials said the men failed to get permission or approval to use the department's name at the ``Battle of the Shields: Memphis Firefighter and Police Fashion Gala'' last summer.

Fire officials and investigators reviewed a videotape of the even to verify news reports that the show featured nearly nude men who appeared to wear only soap suds on stage and at least two women hoisted in the air with their legs around the men's waist. Others in the show swung badges, wore department pants and held nightsticks.

According the fire department, 28 firefighters were involved in the event at the Cadre Building in Downtown Memphis.

Officials said there wasn't enough evidence to punish all who were involved and some didn't have on uniforms.

The event organizer, firefighter Keithlon D. Bond, received an oral reprimand.

He told investigators he received administrative permission in 2003 to do the event, but not in 2004.

The Memphis Police Department is continuing an investigation, although its officers had approval to participate.

Police spokesman Vince Higgins said the department didn't expect any charges against the officers, ``but until every statement is documented the investigation cannot be officially closed.''
